Tracing the cause of the historic flood in Lam Dong, finding the body of a person swept away by the flood

10:2:18, 19/09/2022 The drainage canal is too small, encroached on by dozens of households, and littering indiscriminately is the main cause of the unprecedented flood in Lam Ha district (Lam Dong). In the process of resolving the consequences, the functional force found the man's body swept away by the water.


Tuyen's body was discovered about 10m away from this motorbike

On the night of September 8, functional forces found the body of Mr. Pham Thanh Tuyen (51 years old, living in Dan Phuong commune, Lam Ha district, Lam Dong province) on the upstream stream flowing through Thong Nhat village, far from where the vehicle was discovered. The victim's machine is about 10m.
Earlier, on the night of September 6, in Lam Ha district, there was a heavy rain lasting about 4 hours, causing the water of rivers and streams to rise very high, causing flooding in many places. On the morning of September 7, people in Dan Phuong commune discovered a motorbike stuck in the stream, so they reported it to the authorities.
Conducted the inspection, the authorities determined it was Mr. Tuyen's motorbike; It is likely that on the night of September 6, after having a wedding, Mr. Tuyen drove his motorbike through the culvert on the stream in Thong Nhat village to return home when he was swept away by the flood.
The functional forces and relatives of Mr. Tuyen searched downstream, but suddenly 2 days later, his body surfaced upstream. Many people judge that because the underground culvert is smaller than the stream, the upstream is eddy. When he fell into the river, Mr. Tuyen was swept away by the current about 10m upstream.
Regarding the cause of heavy flooding, Lam Ha District People's Committee initially said that due to prolonged heavy rain, water from the headwaters according to the Da Don irrigation system flows to the town center.
Canal route N1-9 of Da Don irrigation system is designed as an irrigation channel combined with drainage in the town, which is currently too small compared to drainage needs; Waste has flooded the irrigation canal, especially the section through Lam Ha District Hospital. When the water rushed in, the garbage was the agent that blocked the flow, causing the water to overflow onto the highway 27.

The ditch section connecting from the irrigation and drainage canal has a small design size, slow drainage flow, and inappropriate location. Currently, at many points in the ditch, people have poured soil to make roads to the house, so the ditch is accreted. backfill obstructs the flow.
On the other hand, some households on both sides of the N1-9 canal have encroached on the protection corridor, making it difficult for the management, operation, dredging and repair of the works.


Clogged drains cause water to overflow into residential areas

The District People's Committee has directed Dinh Van Town People's Committee to preside over and coordinate with Lam Ha Irrigation Technical Management Station to handle 21/39 violating works and will continue to clear the remaining works; and at the same time organize forces and means to clear the flow bottlenecks, ensure the fastest flood drainage from the inundated area.
The Department of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with relevant units in, surveying the entire Da Don irrigation canal, making plans to deal with immediate and long-term flooding.


Before that, as Tien Phong reported, on the morning of September 7, in Lam Ha district, there was a big flood, making 1km of National Highway 27 and the resettlement area of Van Tam residential group flooded with water; many houses and crops were flooded; Road movement and people's lives are affected, especially students of Lam Ha High School.
