Mr. Phuong Van Lanh, Secretary of the Party Committee of Hoa Thinh commune, Dak Lak province, said that the locality has just started building the first community flood shelter in Phu Huu village, one of the villages most severely damaged during the heavy rains and floods at the end of 2025.

The building has a construction area of over 220m², a usable area of over 440m², and is designed with a reinforced concrete foundation, a sturdy steel frame, and a flood-resistant floor, meeting the needs for evacuation and centralized shelter for people in emergency natural disaster situations.
The total cost of constructing the community flood shelter is nearly 1.5 billion VND from socialized funding. The project is expected to be completed in September 2026, before the peak of the rainy season.
According to Mr. Phuong Van Lanh, the community flood shelter is being built to meet the urgent need for safe shelter for people during storms and floods, while also contributing to the improvement of disaster prevention and control infrastructure at the local level.
Previously, the historic floods at the end of November 2025 caused significant damage to people and property in Hoa Thinh commune. Many houses were deeply submerged and completely swept away; Thousands of livestock and poultry died, and large areas of crops and plants were severely damaged.
Following the natural disaster, determined to ensure that no one lost their homes and had to celebrate Tet in makeshift shelters, the Government launched the Quang Trung Campaign, mobilizing resources to build and repair houses for people in the flood-affected areas. In Hoa Thinh commune alone, more than 100 sturdy houses were built for households whose homes were completely destroyed or swept away.

Construction on the project has just begun and is expected to be completed in September 2026, before the peak of the rainy season.
The newly designed houses, featuring mezzanines and elevated floors exceeding historical flood levels, have become flood-resistant "fortresses," providing residents with greater peace of mind during the rainy season.
The continued construction of community flood shelters in Phu Huu village is seen as the next step in strengthening the locality's resilience to natural disasters, creating more safe havens for residents in the event of extreme rainfall and flooding in the future.
