Project Implementation Conference "Reducing the impact of heat waves on vulnerable groups in Hanoi through capacity building for Vietnam Red Cross on forecasting financial support"

16:33:27, 15/03/2020 On November 28, 2018 in Hanoi, the Central Committee of the Vietnam Red Cross and the German Red Cross in Vietnam organized a Project Implementation Conference "Reducing the impact of heat waves on vulnerable groups." in Hanoi through capacity building for the Vietnam Red Cross for forecast-based financial support ”( referred to as FbF readiness).

The project, implemented from June 2018 to October 2020, aims to build early action to reduce the negative impact of hot weather on the health of vulnerable groups (the elderly, the disabled,chronic illness and street vendors).
The conference was attended by representatives of the Central Committee of the Vietnam Red Cross, the German Red Cross, the Red Cross in a number of districts in Hanoi, Vietnam Disaster Management Authority, the Department of Preventive Medicine, Institute of Meteorology, Hydrology and Climate Change and other domestic and international agencies.
At the Conference, Mr. Tran Quoc Hung, Vice Chairman of the Central Committee of the Vietnam Red Cross, emphasized the serious impacts of climate change and the field of warning and forecasting as one of the top priorities of Vietnam. In addition to sharing the difficulties and challenges faced by the project, Mr. Hung expected the representatives of participating agencies to contribute ideas so that the project could implement activities well, creating a premise to expand the FbF model in localities with other types of natural disaster

Mr.Jerome Faucet, Chief Representative of the German Red Cross Office in Vietnam, said that this is the first of 22 FbF projects dealing with heat and energy implemented globally. The meteorological forecast information is the basis for activating humanitarian relief actions before natural disasters in order to enhance the effectiveness of natural disaster prevention and control.

At the meeting, the participants agreed that the project's goals were of high urgency and humanitarian. The project needs to increase the participation of relevant agencies to institutionalize the financial support mechanism for the FbF model, determine the impact on the local community and develop appropriate standard action procedures. .
At the end of the Conference, Mr. Tran Quoc Hung wished to continue receiving the attention and coordination of the agencies in the process of implementing the project activities.
