Nghe An province attempts to overcome the problem of Bara Do Luong dam failure

14:3:47, 10/06/2020 At about 8 o'clock on 6/6, compartments 10 and 11 at Bara Do Luong dam located on Lam river, in two communes Trang Son and Dang Son, Do Luong district (Nghe An), were completely collapsed.

Immediately after the collapse of Bara Do Luong dam in Trang Son and Dang Son communes, Do Luong district (Nghe An) broke down, on the afternoon of June 7, the mission was led by Nghe An People's Committee Vice Chairman Hoang Nghia Hieu to field inspection and directed the construction unit, Hoa Hiep Co., Ltd. to concentrate the means and forces so that by June 11, the problem must be completely overcome.

At about 8 o'clock on June 6, the compartment 10 and 11 at Bara Do Luong dam, located on the Lam River, was completely broken. A serious incident caused the water level to drop at the beginning of the diversion canal and insufficient water flow as required to flow into the main canal, leading to a shortage of water in Bac Nghe An irrigation system from 50-70%, causing dryness in  limited areas of Yen Thanh, Quynh Luu and Dien Chau, with a total area of about 20,000ha of cultivated rice affected.

At the scene, the broken part of the dam completely belongs to compartments No. 10 and 11. Compartments 12 and 13 have many cracks, many of the hollow concrete inside was in danger of collapse at any time. The incident caused many places to lose water, affecting irrigation for crops and water for people.

Do Luong Bara Dam was built from 1933-1937 of the XX century. Currently, has deteriorated seriously. According to Hoa Hiep Co., Ltd, because the old concrete spill does not guarantee the intensity and the exploitation process has been nearly 90 years, the broken waterproofing piles will lead to the sand of the toenail of the project to the downstream hollow feet, resulting in collapse of overflow compartment 10 and 11.

Nghe An Provincial People's Committee Vice Chairman Hoang Nghia Hieu said that Nghe An province has instructed contractors to gather human and material resources, work 24 / 24h so that on June 11, the problem can be solved completely, to ensure water sources to combat drought in summer-autumn rice crop and domestic water for people.

The province has also directed the construction unit to shorten the construction time of Bara Do Luong dam from 3 years to 2 years, because the remaining quality of the old compartments could not meet the requirement to extend the time.

The director of Hoa Hiep Co., Ltd Pham Dinh Hanh said that as soon as the incident occurred, on the morning of June 7, the company sent the crane to dump large concrete slabs, crushed stones for temporary dams and piling to raise water levels, ensure water supply to the main canal. Accordingly, about 4-5 more days can adjust water as required. Particularly, 4 old dams are expected to be constructed in 2021 but the incident occurred, the company will finish the construction before this year's rainy season.

Built in October 2018, Bara Do Luong dam is one of the items under the project of restoring and upgrading the Bac Nghe An irrigation system invested by Nghe An Department of Agriculture and Rural Development. , with Japanese Jica capital invested more than 300 billion. Currently, the work has been completed 80%.

The completed and put into operation project will contribute to ensure sufficient water supply for Bac Nghe An irrigation system, and at the same time create a tourist destination for Bara Do Luong dam project.
