Meeting to discuss the coordination to provide database for the direction and administration of disaster prevention

10:7:59, 03/09/2020 On the afternoon of August 21, 2020, the Standing Office of the Central Steering Committee for Natural Disaster Prevention and Control held a meeting on the coordination and provision of databases to serve the direction and administration of natural disaster prevention.The meeting was chaired by Deputy Director of Central Steering Committee for Natural Disaster Prevention and Control, General Director of VNDMA Tran Quang Hoai. Attending the meeting include specialized units under VNDMA; Representative of General Department of Hydrometeorology; General Department of fisheries; General Department of Irrigation; Department of Crop Production, Department of Industrial Safety and Environment - Ministry of Industry and Trade and Vietnam Power Group EVN.


Overview of the meeting

Opening remarks at the meeting, Deputy Head of Central Steering Committee for disaster prevention Tran Quang Hoai highly appreciated the enthusiasm and coordination in providing data for the direction and administration of natural disaster prevention and control of the agencies in the past. This clearly shows the State management responsibilities of agencies and units to coordinate the implementation of Article 42 of the Law of Prevention and Control and the tasks in Decision No. 05 / QD-TWPCTT dated July 23, 2020, 11. / QD-TWPCTT dated October 8, 2019 of the Deputy Prime Minister - Head of the Central Steering Committee for Prevention and Control Trinh Dinh Dung on building a database on disaster prevention.

With the purpose of sharing the current state of building a database system, as well as proposing a number of shortcomings and solving difficulties in the process of coordinating the database supply, thereby orienting the development plan. , coordinate in the coming time.


Mr. Bui Quang Huy - Deputy Director of Disaster Management Policy and Technology Center introduced about the role and functions of VNDMS and the results of integrating, synthesizing and displaying data on VNDMS system

The Center shared about the Vietnam Disaster Monitoring System (VNDMS) and the existing database system that integrates with the Vietnam Disaster Monitoring System. Some shortcomings and difficulties in the implementation process include: Difficulties in classifying and grouping lakes according to the classification criteria according to Decree 114 on the VNDMS system; Difficulty in monitoring the lakes due to time inconsistent measurement data; Data returned is not correct time hours; need to change the connection method (API function) ... From there, make recommendations for each agency and unit to coordinate.

Also at the meeting, representatives of coordinating agencies such as the General Department of Meteorology and Hydrology; General Department of fisheries; General Department of Irrigation; Department of Crop Production, Department of Industrial Safety and Environment - Ministry of Industry and Trade and Vietnam Power Group EVN highly appreciated the existing database on the Vietnam Disaster Monitoring System and shared, answer problems, problems and be willing to share an existing database of management units.

At the end of the meeting, Deputy Director of the Central Steering Committee for Disaster Prevention and Control Tran Quang Hoai suggested agencies and units to further strengthen their coordination in the provision of databases for disaster prevention, and assigned the Department of Response and Overcoming natural disaster consequences, Disaster Management Policy and Technology Center acts as the focal point, develops plans, works directly with the focal point of agencies and units to coordinate to remove difficulties, problems and develop a plan to connect to a database to well serve the direction and administration of natural disaster prevention in the coming time.
