Handle with super typhoon surigae and rain, flood

On April 18, the National Center for Meteorological - Hydrological Forecasting warned that, off the east of the Philippines, there is a "super typhoon", strong level 17, international name is Surigae. The Central Steering Committee for Natural Disaster Prevention has requested coastal localities to closely monitor news on Super Typhoon Surigae; notify the means and boats operating on the sea about the developments of storms in order to proactively prevent, ensure safety and have appropriate production plans; maintain contact information, be ready for forces and means to rescue and rescue when the situation arises.
