Cooperation with Red Cross Vietnam in the project “Enhance Community Awareness and Community Based Disaster Risk Management”

10:20:0, 12/03/2012 The project “Enhance Community Awareness and Community Based Disaster Risk Management” (to be called the Project) has been approved by the Prime Minister by Decision 1002/QĐ-TTg on July 13, which stated that the Ministry of Agriculture and Rural Development and Disaster Prevention Department are the official organisers of the project. In order to accomplish given missions, Ministry of Agriculture and Rural Development has cooperated with relevant ministries, departments, and social and international organisations in Vietnam and provinces.

Upon agreed points regarding the organising and launching of the Project, with all resources mobilised, community participation guaranteed, and disaster management socialisation enhanced, Ministry of Agriculture and Rural Development has given detailed orders and orientation on the content, procedures and cooperation involved in the Project to relevant units within the Ministry: firstly to focus on training programmes on Community Based Disaster Risk Management for teachers of central and provincial levels.

Cooperation with international organisations in Vietnam and domestic social organisations is also necessary for the promotion of the socialisation of the Project, which is enhanced by publishing the nationally agreed training documents on the organisation of the Project.

In order to achieve the above aims and make progress on initial results, Ministry of Agriculture and Rural Development has signed a Cooperation Agreement with Red Cross Vietnam to launch the Project with a number of objectives:

1.     Reaching an agreement on plans, strengthening the cooperative relationships between and professions of both sides in order to achieve the aims of the Project

2.     Providing supports for provinces and cities in order to enhance their capabilities of launching activities to enhance community awareness and Community Based Disaster Risk Management

3.     Fulfilling given missions, taking advantage of each side’s strengths in order to mobilise resources in every way possible in order to achieve the aims of the Project

In order to initiate this cooperation, Ministry of Agriculture and Rural Development and Red Cross Vietnam has appointed subordinate units which are Disaster Management Centre, Disaster Management Department to be the units responsible for the consultation, annual planning, information sharing, and periodic reporting of accomplished tasks.

In order to fulfil missions given by Ministry of Agriculture and Rural Development, Disaster Management Centre will carry out prompt discussions with Ban Disaster Management Department on the launch of the Project in 2012 and following years./.
