Torrential rains affected about 3 million people in Henan province, about 376,000 people have been relocated to safety, according to the emergency management agency of Henan province. Economic losses amounted to 65.5 billion yuan ($10 billion).
More than 8,000 military personnel have been mobilized to assist in 10 dangerous areas around the city, Xinhua news agency reported. Rescuers went to many surrounding villages to assist people in distress or trapped in floodwaters. Streets turned into rivers, washing away people, cars and houses. Hundreds of cars were washed away in the flood.
