Announcement of results of assessment of natural disaster prevention and control at provincial level

The meeting was held in the form of face-to-face and online connection with bridge points in 63 provinces and cities. At the meeting, the National Steering Committee for Natural Disaster Prevention and Control announced the results of the assessment of disaster prevention and control according to the 2021 Index in three groups: Group 1 includes 10 provinces with the best results; group 2 includes 43 provinces with average results; group 3 includes 10 provinces with the lowest results.

Speaking at the meeting, Deputy Minister Nguyen Hoang Hiep said that through the assessment of natural disaster prevention and control at the provincial level according to the Index, it is relatively fair to assess strengths and good models to promote. and replicate it to other localities as well as point out shortcomings to overcome and propose solutions to best and most effectively implement natural disaster prevention and control in provinces and cities.

Deputy Director General of the General Department of Meteorology and Hydrology Hoang Duc Cuong, a member of the council evaluating the results of the assessment of natural disaster prevention and control at the provincial level according to the set of indicators in 2021, said that the implementation of the assessment according to The set of indicators is methodical and scientific, the method of announcing the results of assessment of natural disaster prevention and control at the provincial level according to the set of indicators is appropriate.

Director of the Department of Agriculture and Rural Development, Deputy Head of the Commanding Committee for Natural Disaster Prevention and Control and Search and Rescue of Thua Thien - Hue province shared that as one of the top 10 provinces this time, the province highly appreciates the work. evaluate the natural disaster prevention and control at the provincial level according to the set of indicators and agree with the assessment methods and results of the National Steering Committee for Natural Disaster Prevention and Control. The province proposes to continue this assessment in the following years and proposes to expand the assessment of disaster prevention and control at district level according to the Index.

The province also requested the National Steering Committee for Natural Disaster Prevention and Control to review the assessment criteria that are difficult to quantify to make adjustments more appropriate and easier to understand.

At the meeting, delegates and journalists exchanged and discussed issues related to the results of the assessment of natural disaster prevention and control at the provincial level according to the Index in 2021 and solutions for implementation in the coming years. next.

Following the direction of the Prime Minister on the development of the "Set of Indicators for assessing the work of natural disaster prevention and control at the provincial level", the National Steering Committee for Natural Disaster Prevention and Control organized the development and promulgation of the Ministry of Natural Resources and Environment. Provincial index of natural disaster prevention and control in Decision No. 01/QD-TWPCTT dated February 8, 2021 and the implementation plan for assessment of disaster prevention and control at provincial level in the 2021-2025 period in Decision No. 12/QD-TWPCTT dated 13/7/2021.

The Standing Office of the National Steering Committee for Natural Disaster Prevention and Control has coordinated with the United Nations Development Program in Vietnam (UNDP) to organize an independent assessment of natural disaster prevention and control according to the Year Index. 2021 of 63 provinces and cities.

The set of indicators including assessment of provincial-level disaster prevention and control according to the Index in 2021 has 24 criteria, of which 52 are component criteria, divided into 4 groups: group of criteria on organization and tasks of Commanding Committee for Natural Disaster Prevention and Control and Search and Rescue and Standing Office of Provincial Command; disaster prevention group; disaster response team; disaster recovery group.

The objective of building a set of indicators for assessing the work of natural disaster prevention and control at the provincial level: to determine the index of natural disaster prevention and control to monitor, evaluate, substantively, objectively and fairly the results of public implementation. annual disaster prevention and control activities of the province; evaluate the results of the implementation of natural disaster prevention and control tasks in the organization, the tasks of the Steering Committee, the Standing Office in the stages of prevention, response and remediation by quantifying through scores. . On that basis, compare and rank the results of annual disaster prevention and control work among provinces and cities. Through the disaster prevention and control index, which clearly identifies strengths and weaknesses in the implementation of natural disaster prevention and control, helps provinces and cities make necessary adjustments in content and solutions in implementation. annual disaster prevention and control.
