Training course “Multi-agency coordination and Emergency Operation Center” in natural disaster management

11:20:4, 24/09/2019 From 17th to 20th September, 2019, Vietnam Disaster Management Authority (VNDMA) cooperated to United Nations Forest Service (USFS) through the framewor between US – ASEAN in disaster management, to organize the Training course “Multi-Agency coordination and emergency operation center”. This is last activity in Non-Project “Support for training, enhancing capacity in direction and operation on disaster management in Vietnam 2019” co-implemented between VNDMA and USFS.

The training workshop “Multi-agency coordination and emergency operation center in natural disaster management” is the last activity in 2019 under the framework of the cooperation between the Standing Office of The Central Steering Committee for Natural Disaster Prevention and Control (SCNDPC) and The United States Forest Service (USFS). Within 4 days of training course, experts deliver knowledge on inter-sectoral coordination, organization of standing office when emergency natural disaster occurs and methods in providing information about natural disaster incidents to community.

On the morning of October 17th, 2019, Dr. Tran Quang Hoai, Deputy Head of the Central Steering Committee for Natural Disaster Prevention and Control – General Director of Viet Nam Disaster Management Authority with Ms. Christine Gandomi, the Deputy Director of the Program Development Office for USAID in Viet Nam attend the opening of the training course. Speaking at the meeting, Dr. Tran Quang Hoai said: “natural disaster situation is taking place severely that requiring us to have the skills, experiences and intensive expertise to be able to respond timely and reduce the damage caused by natural disasters. Therefore, proper attention should be paid to inter-sectoral coordination and communication in natural disaster prevention and control”.


Ms. Christine Gandomi, the Deputy Director of the Program Development Office for USAID in Viet Nam gave the opening speech

Ms. Christina Gangomi said: “the USAID has provided over USD20 million to disaster prevention and control management activities in Viet Nam in the past period and hoping to continue in incorporation with Viet Nam in the coming time.”


Mr. Ta Ngoc Tan presented challenges in emergency response with natural disaster in Viet Nam

Representatives from the central agencies of the Central Steering Committee for Natural Disaster Prevention and Control and The Standing Office of the Central Steering Committee for Natural Disaster Prevention and Control at 23 provinces and cities attend the training course. Steering system of natural disaster prevention and control in Viet Nam is inter-sectoral collaboration with members from The Central Steering Committee for Natural Disaster Prevention and Control which includes senior representatives of ministries and sectors under the direction of Deputy Prime Minister Trinh Dinh Dung – Director Head of the Central Steering Committee for Natural Disaster Prevention and Control and the VNDMA plays the role of The Standing Office of Central Steering Committee for Natural Disaster Prevention and Control.

In addition, the Central Steering Committee for Natural Disaster Prevention and Control cooperates with the National Committee on Natural Disaster Prevention and Control and Search and Rescue in steering, guiding and supporting localities to response to natural disaster incidents. The Steering Committee for Natural Disaster Prevention and Control and Search and Rescue at local level are similar to the central level

In order to establish a highly effective natural disaster response system, it is necessary to promote and strengthen inter-sectoral coordination, enhance the capacity of natural disaster prevention and control and search and rescue officers at all levels; specific regulations are needed to mobilize and better coordinate the resources of the forces involved in response incidents to reduce risks to community. Through the training course, experiences in implementing the Incidents Command System ICS and technical assistance to USFS regional countries will help Viet Nam step by step in improving the command system to natural disaster incidents on search and rescue then actively response with other types of incidents that may occur on the large scale.
