The Prime Minister has urgently requested to address the consequences of the floods in Dien Bien province.

9:44:36, 04/08/2025 Prime Minister Pham Minh Chinh has just signed Dispatch No. 125/CĐ-TTg dated August 1, 2025, regarding the urgent recovery from the consequences of floods in Dien Bien province and focusing on responding to landslides and flash floods in the mountainous and midland provinces of Northern Vietnam.


The authorities are evacuating people from the danger zone.

Telegrams to the Ministers of the Ministries of National Defense, Public Security, Industry and Trade, Agriculture and Environment, Construction, Science and Technology, Health, Education and Training; Chairmen of the People's Committees of the provinces of Dien Bien, Lao Cai, Lai Chau, Tuyen Quang, Phu Tho, Quang Ninh, Lang Son, Bac Ninh, Cao Bang, Thai Nguyen, Thanh Hoa, Nghe An, Ha Tinh; General Directors of Vietnam Television, Voice of Vietnam, Vietnam News Agency; Office of the National Civil Defense Steering Committee.

Early this morning (August 1, 2025), in the provinces of Dien Bien, Lao Cai, Tuyen Quang, Thai Nguyen, Bac Ninh, Quang Ninh, there was heavy to very heavy rain, especially in Dien Bien province, there was heavy rain (in some places, the total rainfall was nearly 300mm in 06 hours). According to the quick report of the Ministry of Agriculture and Environment, in Tia Dinh and Xa Dung communes, Dien Bien province, flash floods and landslides occurred, killing 03 people, 09 people missing, 10 houses damaged, many roads were eroded and cut off.

The Prime Minister sent his condolences to the relatives of the families of the deceased and missing people, and shared the difficulties and losses of the people in the disaster-stricken areas. In order to focus on quickly overcoming the consequences of flash floods and landslides in Dien Bien province, and at the same time proactively respond to the risks of landslides and flash floods, ensuring the safety of people's lives and property, the Prime Minister requested:

1. The Chairman of the People's Committee of Dien Bien province directly directs and mobilizes necessary forces and means to quickly approach the areas where landslides, flash floods and flash floods occurred to support people in overcoming the consequences of natural disasters, including: focusing on searching for missing people; treat the injured; organize visits, encouragement, and support for families with deceased or missing people; support families to take care of the funerals of the deceased according to local customs; arrange temporary accommodation, food, and necessities for households that have lost their homes, so that people do not go hungry or have no place to live; mobilize forces, materials, and means to quickly repair landslides, ensure traffic safety, and serve relief work. In the process of participating in rescue and overcoming the consequences of natural disasters, it is necessary to pay attention to ensuring absolute safety of the forces.

Urgently search for missing people, support people to quickly overcome the consequences of flash floods and landslides

2. Ministers of the Ministries: National Defense, Public Security direct military and public security forces stationed in the area and region to proactively coordinate with local forces of Dien Bien province to urgently search for missing people, support people to quickly overcome the consequences of flash floods and landslides.

3. Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Industry and Trade, Construction, Chairmen of People's Committees of the provinces in the mountainous and midland regions of the North and North Central regions, according to their functions, tasks and authority, continue to focus on leading and directing the drastic and effective implementation of the work of preventing, combating and overcoming the consequences of natural disasters, especially responding to flash floods, landslides and landslides according to the direction of the Prime Minister in Directive No. 19/CT-TTg dated June 19, 2025 and Official Dispatches No. 76/CD-TTg dated May 28, 2025, No. 123/CD-TTg dated July 27, 2025, focusing on: reviewing areas at risk of flash floods, landslides and deep flooding to proactively evacuate and relocate residents when there is heavy rain, not to be passive or surprised; recommend and warn people, and proactively arrange forces to guard, guide and support travel through culverts, deeply flooded roads, areas where landslides have occurred or are at risk of occurring.

4. The Minister of Agriculture and Environment shall organize monitoring, forecasting and timely informing about weather and natural disasters, especially heavy rains, risks of flash floods, landslides so that local authorities, functional agencies and people can proactively prevent and avoid them.

Restoring infrastructure damaged by natural disasters

5. Ministers of the Ministries of Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Health, Education and Training shall, according to their assigned functions and tasks, proactively direct and urge the implementation of natural disaster prevention and control work in their management areas, promptly restore infrastructure damaged by natural disasters, especially works ensuring traffic, electricity, water, telecommunications, health and education.

6. The Office of the National Civil Defense Steering Committee closely monitors the situation, proactively organizes a working group to coordinate, direct and support the People's Committee of Dien Bien province to urgently deploy search and rescue work according to assigned functions and tasks.


7. General Director: Vietnam Television, Voice of Vietnam, Vietnam News Agency direct to strengthen communication, provide timely and accurate information on natural disaster situations, direction of Party and State leaders and functional agencies so that people know, proactively respond to limit damage; at the same time coordinate with specialized agencies to strengthen the dissemination of knowledge, guide people in skills to recognize the risk of natural disasters and respond to natural disasters, especially flash floods, landslides.

8. Assign Deputy Prime Minister Tran Hong Ha to represent the Government on August 1, 2025 to lead a Government working delegation to provinces with damage to people and property to visit, encourage, direct and urge timely overcoming of consequences of natural disasters. At the same time, continue to direct ministries, branches and localities to deploy work to prevent, combat and overcome natural disasters.

9. The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; promptly report to the Prime Minister and Deputy Prime Minister in charge on any urgent or arising issues./.
