In the province of Bac Giang in the first 6 months of this year, the weather has been complicated, especially in May, the phenomenon of heavy rain caused floods, local flooding, and divided some communes in the districts such as: Luc Ngan, Son Dong, Viet Yen, Hiep Hoa... caused great damage to crops, property and people's lives.

Especially in Luc Ngan district on the morning of May 10, heavy rain occurred in Luc Ngan district combined with heavy rainfall in Lang Son province, causing flooding in 11 communes of the district, causing danger. for the residents here.

Faced with the threat of floodwaters, under the direct command of Lieutenant Colonel Luc Kim Tuyen, Commander of the Luc Ngan District Military Command, the district's armed forces officers and soldiers promoted the quality of "soldiers." Uncle Ho" with the spirit of "all for the life and property of the people", bravely immersed himself in flood water to transport people, property and livestock of households to a safe gathering place.

Mr. Vi Van To (Nung ethnic group) is one of the households whose house collapsed. He said: "The flood water rose so quickly, we only had time to run past the neighbor's house clinging to the window, and it took about 15 minutes to get an official from the District Customs Department. and militiamen came to the rescue and brought them to a safe location. After the water receded, when returning, the house collapsed, all property and livestock were swept away by the fierce flood.

It is known that right after the flood, the District Customs Department sent dozens of officers and militiamen to help Mr. To's family build temporary tents, clean up the collapsed area, and together with other agencies and units, Social organizations provide material assistance and spiritual encouragement to the family to overcome difficulties.

Directly participating in the evacuation of people in flood-affected areas, Lieutenant Colonel Vu Thanh Trung, Assistant Training Officer, Luc Ngan District Customs Department shared: “As soon as we received orders from our superiors, we immediately set out into the flood area. Participate in the evacuation of people to a safe place. Especially, in the deep water area, with all available means, officers and soldiers rushed into the flood water to save people as quickly as possible.

Along with Mr. To's family, hundreds of other households were also evacuated by district military officers and soldiers in coordination with forces stationed in the area, district police, departments, branches and mass organizations. safe.

Lieutenant Colonel Luc Kim Tuyen, Commander of the Customs Department of Luc Ngan District, said: “After grasping the flood information in the district, under the direction of the Provincial Police Department and the District People's Committee, we have mobilized 100% of our staff. Ministry, nearly 500 militia and self-defense soldiers coordinated with units stationed in the area, district police force, local departments, agencies and mass organizations to quickly mobilize forces to help evacuate nearly 200 households and people. property out of the danger zone.

At the same time, coordinate with the district police to send forces to block dangerous flooded areas to prevent people and vehicles from moving through." With the initiative and quick coordination in rescue between the Armed Forces and other forces, in the recent flood, no human loss occurred, minimizing the loss of people's property.

In which, 3 houses collapsed, nearly 700 hectares of crops and more than 3,000 livestock were killed and washed away; 25 points on national highways 31, provincial roads 290 and 279 were eroded; hundreds of power poles were broken, causing widespread power outages… Total damage was more than 120 billion VND.

When the water receded, the work to overcome the consequences of rain and flood in Luc Ngan district became more urgent. The Ministry of Customs of the province directs agencies and units to immediately deploy forces and means to participate in overcoming consequences.

Urgently clean up fallen trees, clean the environment of houses, schools, clinics, working offices of Party committees and authorities at all levels. Focus on overcoming landslides in residential areas and on traffic routes; dredging canals in the fields... to help people restore production and soon stabilize their lives.

Well implement the motto "Four on spot"

Over the past time, the Ministry of Customs of the province has thoroughly grasped and deployed for agencies and units to strictly implement Directive No. 3182/CT-BTL dated December 31, 2020 of the Commander of the Military Region on natural disaster prevention and control. and search and rescue; fire prevention, forest fire and rescue.

From the beginning of 2021 up to now, agencies and units in the provincial armed forces have mobilized more than 3,000 turns of officers, soldiers, militia and self-defense forces to participate in overcoming consequences of natural disasters and forest fires. The unit strictly maintains the duty regime, with forces and means on duty ready to maneuver in case of a situation; regularly cooperate closely with military units of the Ministry and Military Zone stationed in the area, ready to participate in responding to incidents.

In addition, the Ministry of Public Security of the province also directed the local military agencies of the districts and cities to closely coordinate with relevant departments and branches to advise the Party committees and local authorities to lead and direct the construction. , supplementing plans for flood and storm prevention and control associated with defensive area drills; relocate and evacuate people out of danger zones.

All levels should strengthen propaganda and education, making people realize that flood and storm prevention and control is the responsibility of each citizen, every family and the whole society; from there, raise awareness and responsibility, prepare well in all aspects, proactively respond promptly when floods and storms occur.
According to Colonel Duong Van Doan, Deputy Commander, Chief of Staff of the Provincial Customs Department, promoting the achieved results, in the coming time, the provincial Customs Department requires leaders and commanders of agencies and units to study. research and accumulate practical experience; forecast the situation, accurately assess key areas and areas, actively develop plans, propose practical solutions to effectively respond to natural disasters.

When storms, floods, flash floods and landslides occur, there must be many options for approaching divided and isolated areas; have a plan to ensure smooth communication in all situations. Advise local authorities to review places at risk of flash floods and landslides, assess whereabouts and locations and have evacuation plans to ensure people's safety.

Building a shock force in each agency and unit in performing the tasks of natural disaster prevention and control, search and rescue. Before the storm and flood season, agencies and units should pay attention to coordinate with local authorities and people to regularly inspect and clear areas at risk of stream blockage; put up warning signs in dangerous areas, promptly warn people when natural disasters occur.
