12 key tasks of the commune level in dike management and disaster prevention

9:6:3, 23/07/2025 Implementing a two-level local government, the tasks of natural disaster prevention and control are completely transferred from the district level to the commune level. In the coming time, the People's Committee at the commune level needs to focus on implementing 12 key tasks.

1. Organize the dissemination, propaganda and education of laws on dikes, natural disaster prevention and control.
2. Develop, approve and organize the implementation of commune-level natural disaster prevention and control plans.
3. Develop and approve natural disaster response plans in the area; organize drills according to the approved plan; organize the storage of food, necessities, water treatment chemicals, medicines, epidemic prevention, means, materials and equipment according to the four-on-the-spot principle to proactively respond when natural disasters occur; develop and approve dike protection plans.
4. Organize the integration of natural disaster prevention and control contents into local socio-economic development plans and plans. Manage the implementation of planning according to the law on urban and rural planning for urban areas, rural residential areas, technical infrastructure works and production planning adapted to the characteristics of natural disasters in the area, ensuring sustainable development; Implement the plan to develop the dike system, the plan to prevent and control floods of the river with dikes in the provincial planning.
5. Build, repair, upgrade and manage, protect and use natural disaster prevention and control works, dikes, reservoirs in the area under management responsibility.
6. Organize and direct the work of responding to natural disasters; synthesize, count and assess damage caused by natural disasters; synthesize and manage information and data on dikes.
7. Organize the implementation of dike protection to ensure dike safety; mobilize local labor force and people's dike management force to coordinate with specialized dike management force to patrol, guard and protect dikes during flood, storm and flood seasons on dike routes in the area; mobilize forces, materials and means to protect dikes, overcome the consequences of floods, storms and floods on dikes.
8. Direct and organize the implementation of measures to protect production when natural disasters occur to reduce damage and quickly restore production.
9. Carry out disaster recovery work such as supporting families with dead, missing, or injured people due to natural disasters; decide on support according to authority or report to the Provincial People's Committee to decide on support for agricultural production restoration; organize the management and distribution of emergency relief money and goods from the State, organizations, and communities.
10. Establish and operate the commune-level Disaster Prevention and Control Team; organize patrol and dike guard forces and people's dike management forces.
11. Develop plans, carry out tasks of collecting, paying, and deploying resources from the Disaster Prevention and Control Fund.
12. Inspect, resolve complaints and denunciations, prevent, and handle violations of the law on dikes, natural disaster prevention and control according to authority.
