At 07:00, the center was located at approximately 21.5°N latitude and 107.1°E longitude, over the mainland area of Quang Ninh–Hai Phong. The maximum sustained winds near the center remained at level 6 (39–49 km/h), with gusts up to level 8; the system was moving north-northwestward at a speed of about 15 km/h.

- By the morning of August 19, the tropical depression had weakened into a low-pressure area over the Vietnam–China border region. At 10:00, the center of the low-pressure area was located between 21.5–22.5°N latitude and 106.4–107.4°E longitude. The maximum sustained winds at the center had decreased to below level 6 (less than 39 km/h).
